Proposition 1 (2026), proposed housing bond
On the ballot Nov 3, 2026
Would fund HCD and CalHFA programs if voters approve it
On the November 3, 2026 ballot. Outcome unknown.
The bond would cover multifamily, supportive, farmworker, tribal, and homeownership programs, plus CalVet.
- Proposed total $11.25 billion, on the ballot and not approved. $10 billion of that is for state housing programs repaid from the General Fund, and $1.25 billion is for veterans’ home loans repaid by the borrowers. Outcome unknown. This is not the March 2024 Proposition 1 that funds Homekey+.
- Rental housing rollup: $7.2 billion to acquire, build, or renovate rental housing, if voters approve. The lines below sit inside the bond. Do not add them on top of this rollup or on top of the $11.25 billion total.
- Tribal Housing Grant Program: $200 million in grants to tribes, if voters approve.
- Innovation pilots and local housing trust funds: $200 million, if voters approve. The Legislative Analyst describes pilot projects aimed at developing housing at reduced costs. SB 417 deposits the same $200 million in the Affordable Housing Innovation Fund for the Local Housing Trust Fund Matching Grant Program and for pilot programs. Count this once.
- Supportive housing: $1.15 billion, if voters approve. Up to 15 percent of that amount may be grants, which is $172,500,000 (about $172.5 million), derived from the percent in the statute. The statute does not print $172.5 million.
- CalHome: $600 million, if voters approve, for the CalHome Program. This is a share of the bond, not an award for a hemp home.
- Joe Serna, Jr. Farmworker Housing: $450 million in loans and grants, if voters approve.
